Though some people aren't going to like not having any settlements to manage, sure. Though yeah higher difficulties makes the issue a lot worse. Even on normal difficulty it's an uphill battle trying to keep them from multiplying. What people dislike mostly is that they lack unique mechanics that newer and reworked factions have, and that horde gameplay becomes very grindy late game when the AI basically just follows you and recolonizes every ruin immediately after you raze a city.
